What does all inclusive mean on a Culebra tour?
There is no ticket to land on Culebra, so the fare is the whole cost of the day apart from tips. Only Aqua Adventure and Caribbean Tour Packages put "all inclusive" in the name. The simpler test is lunch and drinks in the price, and most Culebra fares pass it.
Two do not. The ferry day includes the ferry tickets and snorkel gear, but you buy lunch on the island. The private 47-foot catamaran pours drinks and serves a cheese platter, but it heads for reefs near Fajardo by default and reaches Culebra only at extra cost.

Is all-inclusive worth it over the ferry?
The public ferry from Ceiba costs $2.25 an adult each way and $1.00 a child, and the crossing takes 1 hour 30 minutes. The ferry day with turtles and Flamenco Beach packages that route for $145: ferry tickets, island transport, a guided snorkel with gear, snacks and beach entry. Lunch is not included. That is about $22 less than the lowest boat fare, over a 10-hour day.
