Most visitors to Puerto Rico stay in San Juan, and Culebra sits 17 miles off the east coast. Between the two lie an hour's drive and a crossing. Why San Juan changes the plan
None of the boats leaves from San Juan itself. They leave from marinas in Fajardo and from Roosevelt Roads in Ceiba, on the east coast. The public ferry leaves from Ceiba too.
So every Culebra day from San Juan starts with getting east. That is the part most people underestimate: the boats check in before 8:15am, which means leaving the city by about 6:30am.

Route one: a tour that collects you
The Isla Verde power boat is the one Culebra day built for San Juan visitors. It collects you in the Isla Verde area, takes you to the boat and brings you back, on a 36-foot power boat certified for 26. The day runs seven hours and costs $265 a person, with lunch, an open bar and snorkel gear.

Be at your pickup point ten minutes early: on the Isla Verde tour, the bus does not wait, and a missed pickup counts as a no-show.
Route two: drive or take a taxi to the dock
This opens up every boat. The Fajardo marinas and the Ceiba terminal lie about an hour's drive east of San Juan, longer in morning traffic. Once there, you park and walk to your boat's meeting point.
Parking varies by dock. Puerto del Rey has free parking inside the marina, the Sunbay Marina charter includes marina parking, the Las Croabas boat relies on free street parking, and the ferry terminal has a lot with a shuttle to the entrance.

Which dock is easiest from San Juan?
They sit close together on the east coast, so the difference is small. What matters more is arrival: the marinas with parking inside make the morning simplest, and the ferry terminal adds a shuttle from the lot.
The Ceiba terminal and the Roosevelt Roads dive centre sit a little further south than the Fajardo marinas, on the old naval station. If you are nervous about the drive, choose a boat that meets at a marina with its own parking, such as Puerto del Rey or Sunbay Marina. If you want the most choice, compare boats first and drive to whichever dock the one you like uses.
Route three: the ferry or the plane on your own
The public ferry leaves Ceiba for Culebra, takes 1 hour 30 minutes and costs $2.25 each way for an adult. Visitors cannot bring a car, and residents board first when the boat is full. You buy tickets online, in the app or at the terminal.
Cape Air flies from San Juan's main airport to Culebra in about 20 minutes. Both routes land you on the island without gear or transport, so they suit a stay of a night or more better than a day. The ferry day tour uses the ferry but adds a guide, a minibus and the snorkel.

What about a taxi or a transfer?
If you have no car and the pickup tour does not suit you, a taxi or a pre-booked transfer to the dock is the other way east. Fares change with the time of day and the company, so ask for a quote before you commit, and agree the return pickup at the same time.
Book the return for mid-afternoon at the same dock. Most boats are back by about 2:30pm to 3:00pm, and the ferry day returns later.
What if you are staying in Fajardo?
Then the morning is easy. The Fajardo marinas are a short drive away, and the Ceiba terminal is just south. You can take any boat without the early start from San Juan.
A night or two in Fajardo also suits a Culebra day in the wetter months, because you can wait a day for the sea to settle without an hour's drive each way. The weather page shows which months that matters most.
How early do you need to leave San Juan?
By about 6:30am if you drive to a boat that departs at 8:00am to 8:15am, and by about 7:00am for one that departs at 9:00am. Add time if you have never driven there, and more on a weekday morning.
The pickup tour sets its own time, which your booking confirms. Eat before you go: the first food on most boats comes after the snorkel. On the drive back, expect afternoon traffic into the city, and plan dinner accordingly.

Can you do Culebra from a cruise ship in San Juan?
Rarely. A Culebra day runs six to ten hours at the boat, plus an hour's drive each way, so it needs a port day of about ten hours or more with a margin for traffic. Check your ship's all-aboard time before you book anything.
If your time ashore is shorter, a Culebra day is the wrong fit, and a missed ship is a far bigger cost than a missed tour.
What does the day cost door to door?
With pickup, the fare is the whole cost apart from tips: $265 a person on the Isla Verde boat. Driving, you add fuel or a taxi to a fare of $145 to $195, and parking is free or included at several docks.

Is it worth staying a night on Culebra instead?
If you have the time, a night changes the trip. You take the ferry from Ceiba or fly from San Juan, see the beaches after the day boats leave, and walk the refuge trails when they open at 6am. Book the ferry both ways before you book the room.
What you lose is the boat: the reefs off the cays and Culebrita are easiest from a tour. Many people do both, a boat day and a night, on a longer stay.
